In Russia, buildings made with modular elements benefit from a simplified legal environment allowing clients to erect them much faster thanks to less complex administrative and technical demands. There is in Russia an important difference between capital construction and temporary building, difference which lies in the building’s ties with the soil: a temporary and moveable building does not have a fix link with the soil and can be moved without major damage.

This has huge repercussion regarding documentation requested and norms to comply with: moveable and temporary buildings are exempted of architectural projects and not subject to strict construction constraints and regulations; moreover fire resistance requirements are much lower than for capital construction; additionally a much more flexible regulation is applied for buildings lower than 4 storey, less than 2000 square meters, and temporary.
